I recently got an Olympus W321 stereo digital recorder for $50 on sale at Frys. Normally they're $100. It saves recordings as WMA files you can load on your PC by drag n drop. The sound quality is fair- there's some hiss, but you might have some processing capability to filter that out. The Olympus does have Hi cut or Lo Cut noise filtering on the playback, but it will sound filtered. You might not find another recorder for that price with stereo capability, unless you want to triple the price and get a Zoom or Tascam.
