What would be the most cost effective setup for a recording and audio production studio?
At the very least you could just get a USB mic and a computer. That would cost less than $100 US. Up from there, you could get an inexpensive USB audio interface and a mic.

Obviously you can spend a lot more – the sky is the limit.
Acoustics is a harder thing. If the room is in a quiet location without a lot of outside noise, you should be OK. You will want the room carpeted with soft drapes and furniture.
You don’t have to spend a fortune these days to get pretty good results.
